The green procurement in the first half-year of 2006 in our governmental agencies was 81.7%. There are 11 agencies made green procurement proportion over 90%, these agencies are Mongolian and Tibetan Affairs Commission, Council of Indigenous Peoples, Central Personnel Administration, National Science Council, Research Development and Evaluation Commission, Central Bank, Consumer Protection Commission, Council for Economic Planning and Development, Public Construction Commission, Central Election Commission, and Environmental Protection Administration. Also, 8 local governmental agencies like Taipei City, Jinmong Hsien, Jiayi Hsien, Taipei Hsien, Ilan Hsien, Hsinchiu Hsien, Penghu Hsien, and Kaohsiung City. |

Green consumption is an important task in reaching sustainable development globally. In the Summit of World Sustainable Development in Year 2002, which was held in South Africa emphasized “government in the world shall encourage, develop, and promote the product and service that pose no harm to the environment through public procurement policy”. Because the government in the world made largest proportion of the procurement in terms of GDP. The OECD countries make its public procurement as 9% ~25% of theirs GDPs. Therefore, if the governments change their procumbent mode, and consider the environmental protection as the principle, the enterprise like manufacturers will make change and enlarge the green product market, hence the green procurement made by the government will lead the nation into the trend of green consumption.
Gradually, our government increases the green procurement amount. The first half-year of 2005 made 3,438,000,000 dollars. Comparing with 2,599,000,000 dollars in the first half-year of 2004, it increased 839,000,000 dollars. The average procurement rate is 79.7%. In year 2003, the procurement amount is 56 billion dollars and the procurement rate is 73.8%. In year 2002, the procurement amount is 26.3 billion dollars and the procurement rate is 60.5%.

| ●The Performance Appraisal and Award |
The performances of the agencies within the Executive Yuan, Taipei City, and Kaohsiung City are evaluated by the Green Procurement Performance Appraisal Committee, composed of the members from the Environmental Protection administration, the Secretary Department of the Executive Yuan, Research Development and Evaluation Commission, Public Construction Commission, scholars, and public group. Within 3 months of the fiscal year, the committee will evaluate the performance.
After the evaluation, the participants with excellent performances will be publicly rewarded.

I. According to the “Agency’s Green Procurement Amount Report”, the performance is evaluated. The total points is 100 points，the designed item procurement（70 points）, other green product item procurement （10 points）and overall performance（20 points）.

- The other green product evaluation is done by the ordering of the number of the other green products ranged from most procured (10 points) to least procured (0 points).
- The overall performance is evaluated by the “Agency’s Green Procurement Amount Report”. The report content includes the chief officer’s participation, promotion mechanism, training condition, creative procurement, subordinate agencies’ participation, and other evaluation items. The committee members will give 20 points to 0 points according to the content of the report.
- The total points obtained from the addition of the abovementioned 3 indices are the total evaluation points.
